| New Jersey Case Study - The NJ Medicaid ACO Demonstration | ||

Medicaid
coverage faces uncertainties nationally as Congress and the Trump
administration continue to pursue repeal and replacement of the
Affordable Care Act. States and their respective stakeholders will face
increasing pressure to deliver value within tightened budget limitations
for the Medicaid population that continues to be covered. At the
same time, increased opportunities may exist for new value based
solutions in serving the Medicaid population. The New Jersey Medicaid ACO Demonstration received legislative authorization in August 2011, with the three year demonstration project beginning July 1, 2015. The demonstration included various specific requirements for ACO certification, and three of seven applicants were certified to participate. The demonstration applies to all Medicaid recipients within defined geographic areas, with the three ACOs accountable for all Medicaid spending, quality and recipient outcomes within those areas. Under the demonstration, shared savings arrangements are required for the Medicaid fee for service population served by the ACOs, and voluntary for Medicaid MCO populations served by the ACOs.
