The Health CO-OPs developed through stimulus loan provisions of the Affordable Care Act, are close to being put to the test as they gear up for 2014 enrollment and interface with Health Insurance Marketplaces. What perspectives, insights and lessons learned can one of these CO-OPs under development provide stakeholders going forward? The Kentucky Health Cooperative (KYHC), based in Louisville, is one of the CO-OPs on track to offer health plan benefits starting January 1, 2014, utilizing Kentucky's Health Benefit Exchange.
