Roy Ramthun,
President, HSA Consulting Services
Roy,
popularly known as “Mr. HSA", is President of HSA Consulting
Services, a health care consulting practice specializing in
Health Savings Accounts and consumer-driven health care issues.
Prior to forming his consulting practice, Roy was the Special
Assistant to the President for Economic Policy at the White
House. As a member of the National Economic Council staff, he was
the senior health policy advisor to President George W. Bush
regarding health care issues involving the Internal Revenue Code
(primarily Health Savings Accounts), Medicare, Medicaid, and the
Federal Employees Health Benefits Program. Before joining the
President’s staff, Roy was the Senior Advisor to the Secretary of
the U.S. Treasury for health initiatives. In this role, he led
Treasury’s implementation of Health Savings Accounts after they
were enacted into law in December, 2003. Prior to joining the
Treasury Department, Roy held a variety of positions during his
eight-year tenure at Humana Inc., one of the nation’s largest
health insurance companies. Roy has over 25 years of experience
in health policy, government relations, and private sector
operations.
Todd Berkley,
President, Berkley Consulting
Todd
Berkley is a leading practitioner in managing the business of
Health Savings Accounts and now a leading consultant focused on
CDH growth strategies. Prior to forming his consulting practice,
Todd was HSA Business Leader for OptumHealth Bank (part of
UnitedHealthcare) from 2005 to 2012, where he was a driving force
from shortly after start-up to making Optum a perennial industry
leader in health accounts. While at Optum, Todd drove many
industry innovations resulting in Optum’s HSA business growing
from 50,000 accounts to over 850,000 with balances exceeding $1.7
billion. As a Member of ABA HSA Council, AHIP HSA Leadership
Council, and ECFC Working group and other industry advocacy
activities, Todd has been instrumental in helping the industry
tell its story to key lawmakers, regulators and administrators
during the health reform debate, helping to preserve HSAs growing
impact in health care. Todd’s career in consumer banking and
investment product management and sales spans four decades and
includes key roles at Magna Bank (now Regions), Norwest (now
Wells Fargo), US Bank and Sit Investment Associates, in addition
to Optum.
