The California Healthcare Exchange: A Progress Report
 
Overview
Now that the U.S. Supreme Court has upheld the constitutionality of the Affordable Care Act, the focus has begun to shift in the next logical step in implementing reform: the construction of the state health benefit exchanges. Beginning in 2014, they will be used to enroll millions of middle-income Americans who had limited options for purchasing healthcare insurance prior to the ACA.

Although exchanges have been a center of controversy – the governors of many states say they will not construct their own – California is expected to lead the way in this arena.

For many months now, California has steadily been ramping up its own health benefits exchange, adding staff, and beginning the tremendous task of building an infrastructure capable of enrolling millions of its residents into multiple insurance plans.

Many questions remain. Which health plans will participate in the exchange? Will they include Medi-Cal managed care plans? Will there be specific differences in exchange options from county to county? What will the premium structure look like? What are the risks for adverse selection?

Please join the California Health Benefits Exchange’s David Panush, Health Access’ Anthony Wright and Jon Gabel of NORC to discuss the progress California is making in building its exchange. They will discuss who will participate in it starting in 2014, how consumers will benefit, and examine what other states are doing in their own exchange construction efforts.
