By the start of 2014, Medicaid eligibility will expand, due to the impact of the Patient Protection and Affordable Care Act (ACA). With changes through health reform, nearly all nonelderly Americans who have income levels below 133% of the federal poverty level will be covered through their state’s Medicaid program.With or without health reform, the challenge of managing growing enrollments of Medicaid beneficiaries remains a challenge for all states and their respective agents, managed care plans and state budgets.
