Now that the
major components of the Affordable Care Act survived both the U.S.
Supreme Court and the recent presidential elections, the focus has begun
to shift in the next logical step in implementing reform: the
construction of the state health benefit exchanges. Beginning in 2014,
they will be used to enroll millions of middle-income Americans who had
limited options for purchasing healthcare insurance prior to the ACA. However, the exchanges have been a center of controversy – the governors of many Midwestern states say they will not construct their own. Many questions remain. Which health plans will participate in the exchange? Will they include Medicaid managed care plans? Will there be specific differences in exchange options from county to county? What will the premium structure look like? What are the risks for adverse selection? |
